The Challenge

EQ Collaborative partnered with the San Francisco Bay Area Planning and Urban Research Association (SPUR), an urban policy non-profit organization, to facilitate the development of recommendations to improve the City and County of San Francisco’s governance structure to ultimately improve services for the public. 

Our Approach

EQ Collaborative designed and facilitated a structured engagement process to support SPUR’s policy development efforts. Specifically services included:

  • Stakeholder Facilitation

    • Conducted interviews and listening sessions.

    • Facilitated a Task Force of key stakeholders to inform the report findings and recommendations.

    •  Received input from diverse stakeholders, including city officials, community leaders, and subject matter experts.

    • Gathered, recorded, and synthesized input.

    • Integrated diverse feedback to build alignment and consensus among stakeholders towards final recommendations.

  • Policy and Practice Research

    • Conducted best practice research around governance structures.

  • Final Report

    • Analyzed and synthesized stakeholder input and best practices research into a comprehensive report of findings and actionable policy recommendations.
