Jessica Kinard
Experience/education: Jessica brings 14 years of experience developing, analyzing, improving and managing programs and policies in the nonprofit and public sectors. From 2018 through 2022 Jessica was the Budget Director for the City of Portland, providing leadership, financial stewardship, and policy and program guidance for City leaders and staff through significant change and external crises. Jessica has robust experience building and supporting new programs, finding solutions in politically and operationally challenging environments, and developing and implementing strategic solutions to address budget, financial, and performance management challenges. Prior roles include being a senior/principal budget and policy analyst for the City and County of San Francisco as well as the City of Portland, and launching and managing Experience Corps, an intergenerational tutoring and mentoring program, in Oakland, California. Jessica holds a Bachelor of Arts degree from Macalester College and a Master of Public Policy degree from Harvard University's Kennedy School of Government.
Skills: Program development; strategic management, particularly with regards to navigating complex political or operational environments; operations management; financial and budget analysis and solutions; performance management systems and their connection with budgeting; report writing and presentation development; policy and legislative analysis; racial equity tools in budgeting.
How I find Equilibrium: I love exploring new places, food, and cultures; coaching my kid's soccer team and otherwise cheering on my kids and spouse in their activities; reading a good book or attempting a good puzzle; getting outdoors; and connecting with family and friends.
