Karin Rueff
Experience: Karin brings over 15 years of experience working in complex political environments at the local, regional, state, and federal levels of government. From 2018-2022, Karin was a senior policy analyst for the Utah State Legislature. As nonpartisan staff, Karin conducted policy analysis and research, working directly with legislators, legislative leadership, partisan staff, agency directors, academics, lobbyists, and stakeholders to develop public policy and draft legislation. She also staffed several legislative committees and managed a number of special projects for the President of the Senate and Speaker of the House. Prior to her work at the Utah State Legislature, Karin led large-scale collaborative planning efforts in Salt Lake County, the Lake Tahoe Region, and San Francisco. During Karin’s six years at the Tahoe Regional Planning Agency, she managed the Lake Tahoe Sustainable Communities Program, led the development of Lake Tahoe’s first Sustainability Action Plan, and coordinated the $3 billion Lake Tahoe Environmental Improvement Program. Karin’s mix of expertise in policy analysis and research, program & project management, stakeholder engagement, and the legislative process gives her the unique capacity to support leaders and policymakers in developing and implementing policy solutions that are well-informed, equitable, actionable, and place-based.
Education: Karin holds a master’s degree from the Goldman School of Public Policy at the University of California at Berkeley and an undergraduate degree in Environmental Studies from the University of Colorado Boulder.
Skills: Policy analysis & research, program and project management, stakeholder coordination and facilitation, relationship-building, listening, problem-solving, deep understanding of the legislative process, drafting legislation – particularly with regards to navigating complex political environments.
Equilibrium is: Contributing to both my family and my community. Camping, mountain biking, skiing, and rock climbing with my husband, twin boys, and two dogs feeds my soul and gives me peace. Doing purpose-driven, place-based work feeds my brain and gives me energy.
