Experience: Karin brings 20 years of experience working on complex policy issues at the local, state, and federal levels of government. Prior to joining EQ, Karin worked in legislative affairs in Utah. As a consultant for a large state agency, Karin advised on legislative risks, opportunities, and emerging policy issues, evaluated the impact of legislative and regulatory changes on the agency, and recommended policy solutions. She also provided operations and leadership support to the executive team. From 2018-2022, Karin was a senior policy analyst for the Utah State Legislature. As nonpartisan staff, Karin conducted policy analysis and research and worked directly with legislators, legislative leadership, partisan staff, agency directors, academics, lobbyists, and stakeholders, to develop public policy and draft legislation. Prior to working for the Utah State Legislature, Karin conducted policy analysis and legislative affairs for the largest Job Corps contractor in the country. In addition to her more analytical-focused work, she has also led large-scale collaborative planning efforts in Salt Lake County, the Lake Tahoe Region, and San Francisco. In Lake Tahoe, Karin led the development of the region’s first Climate Action Plan and coordinated the $3B Lake Tahoe Environmental Improvement Program. As a Project Manager and Consultant with EQ since 2024, Karin has a strong track record for delivering work that exceeds client expectations. Her collaborative approach to consulting and mix of expertise in policy analysis and research, program and project management, stakeholder engagement, and the legislative process gives her the unique capacity to create products that are not only methodologically sound, but support leaders and organizations’ decision-making, programming, and advocacy.

Education: Karin holds a Bachelor of Arts degree in Environmental Studies from the University of Colorado, Boulder and a Master of Public Policy degree from University of California, Berkeley’s Goldman School of Public Policy.
